Transactions and use taxes: County of Los Angeles: homelessness

District 54 - Assemblymember Miguel Santiago

Purpose
Would impose a 0.50% increase to the transaction and use tax in Los Angeles County, while exceeding the counties rate limit of 2%. The county must adopt an ordinance proposing the tax and must be approved by voters while subject to applicable voter approval requirements.

​​Recommended Position: ​Oppose
  • The bill would allow through an electoral vote, for the removal of Measure H, a ¼ cent sales tax approved in March 2017, providing legislators the opportunity to initiate permanent, and higher sales tax laws.
  • LA County’s new sales tax would be 10.50%, making it the highest sales tax in the country.
  • ​The bill is able to bypass the 2/3 majority vote needed when increasing taxes. 
  • This legislation was gut and amended. the bill previously was for horse racing laws, and had no association with homelessness.​
