Purpose
Oppose the California Division of Occupational Safety and Health’s (CAL/OSHA) proposed amendments to the Lead Standards which do not consider frequency, duration, or outcome and would impact construction, utilities, and telecommunications across the state

Position
- Recommend LASCC Oppose unless amended
- Proposed changes would impose significant burdens on the entire construction industry in California, most notably mid and small size construction businesses.
- The proposed change to altering or disturbing lead above the Action Level for a 10-day period in a year would
mandate the full trigger task provisions for lead work over the Action Level. Employers would be required to provide to employees performing threshold work protective clothing, change rooms, portable showers, clean eating areas, signs, and, in the absence of exposure monitoring to the contrary, medical surveillance and respiratory protection. These additional burdens are unnecessary and penalize employers who are already providing protective PPE for their employees.
