SB-1047 (2021-2022)

Early Learning and Care

District 19 Senator Monique Limon

Purpose
Provides childcare to families in need and makes 18-month to 3-year-old kids eligible for pre-school programs.
As the pandemic has laid bare, childcare and early childhood education are
essential to our economy and our workforce. California has recognized this by expanding prekindergarten to all 4-year old by 2025-26 school year. To address significant changes to the system, Senator Connie Leyva (D, Chino) has proposed SB 976 which would ensure a mixed-delivery system so parents can choose the care they need. Accompanying that SB 1047 (Limon, D, Santa Barbara) would expand age eligibility for state-funded preschool.

  • Many parents don’t have the time to care for their kids properly when it comes to preparing them for education. At a young age, it is very important for a child to develop their mind in order for them to grow properly in society. SB-1047 will assist children at those vital stages of their life for families who are unable to afford the programs for their kids.
    On behalf of LASCC, I inquired that while it may be good to provide funding for providers, there is nothing in the bill to providing funding for training to expand an already limited workforce of providers. Without increasing more localized neighborhood based childcare services, this bill will keep costs higher, reduce access to fewer lower income communities.
