Climate Corporate Accountability Act

Purpose
Emission reporting bill, BizFed opposes, we recommend LASCC also oppose.
Requires the California Air Resources Board (CARB) to adopt regulations requiring the reporting of greenhouse gas emission data throughout the entire supply chain of businesses in California “in excess” of $1 billion.
Includes activities such as business travel, employee commutes, procurement, waste, and water usage, regardless of location. These types of emissions (also known as “Scope 3” emissions), are the result of activities from assets not owned or controlled by the reporting entity and encompass activities both upstream and downstream of a company’s main operations.

Position
- Recommended Position: Oppose
- SB 260 would require and cause the reporting of inaccurate and incomplete emissions data, throughout the supply chain (foreign and domestic). This will place a challenging, if not impossible, task on all businesses within a supply chain; many of whom, do not have the expected time nor resources comply. The work that this legislation aims to affect, is already being regulated under Cap-and-Trade, other California climate policies, and the latest Scoping Plan.
- This legislation will require small businesses to provide onerous documentation and reporting to larger corporations. Something as simple as going to a hardware store to buy a screwdriver, would require businesses to report carb emission.
- Small and big businesses and seller and shippers would end up duplicating reports, creating inaccuracies and duplications.
