Los Angeles Housing Department

Purpose
  • The city of Los Angeles is proposing to increase their systematic code enforcement fees to rental property owners by primarily 60% with an additional supplemental fee mid-year.
  • Their proposal also calls for changing the pass-through formula from 100% to the resident to 50% to the owner.
Position
  • ​​Recommended Position: Oppose​
  • At a time when many owners have not been paid yet are still fully responsible for mortgages, taxes, utilities, and general maintenance of the building. This does not help either the residents, owners, or city. Additionally, the city has been stating that it is a very successful program as we have a very minimal amount of nuisance issues. That is fine, however there is no report from the department as to the effectiveness and a cost benefit analysis for what owners are being charged for the “benefit,” making it unclear to us whether they truly need all of the money they are charging.
