systematic code enforcement Fee Increase (2022)


Los Angeles Housing Department

Purpose
  • The city of Los Angeles is proposing to increase their systematic code enforcement fees on rental property owners by 60%
  • Fee pass-through to the resident is now only 50%. Down from the previous 100%
  • New SCEP fee is $67.94 per unit. A $24.85 increase from the previous $43.32

  • Went into effect on January 2022
Position
  • ​​Recommended Position: Oppose​
  • At a time when many owners have not been paid yet are still fully responsible for mortgages, taxes, utilities, and general maintenance of the building. This does not help either the residents, owners, or city. Additionally, the city has been stating that it is a very successful program as we have a very minimal amount of nuisance issues. That is fine, however there is no report from the department as to the effectiveness and a cost benefit analysis for what owners are being charged for the “benefit,” making it unclear to us whether they truly need all of the money they are charging.
